CONSTRUCTION BEGAN IN 2008, AND THE MONUMENT WAS DEDICATED TO THE CITY IN OCTOBER 2011 WHEN IT WAS MOVED TO ITS PERMANENT PARK SITE WITHIN THE CITY OF PHILADELPHIA.
