BLUE COLLAR SOLAR: CONSERVAMERICA DEVELOPED THE CONCEPT OF ENABLING INVESTOR OWNED UTILITIES TO INVEST IN ROOF TOP SOLAR ON THE HOMES OF LOW INCOME FAMILIES WHO COULD NOT OTHERWISE AFFORD TO PURCHASE OR LEASE SOLAR PANELS. UTILITIES, WITH ACCESS TO CAPITAL MARKETS AND GRID KNOWLEDGE, SHOULD BE A VITAL PARTNER IN ACCELERATING THE ADOPTION OF CLEAN OR RENEWABLE ENERGY. ZERO EMISSIONS ENERGY TAX POLICY: THIS IS OUR PRIMARY FOCUS. THE CAMPAIGN TO COMBAT CLIMATE CHANGE IS FOCUSED ON A CARBON TAX. WE DO NOT BELIEVE A CARBON TAX IS FEASIBLE IN THE CURRENT PARTISAN STATE OF AFFAIRS. THROUGHOUT 2016 AND 2017, WE WORKED WITH EXPERTS TO DEVELOP A NEW APPROACH TO ESTABLISH A PRICE SIGNAL FOR UNWATED EMISSIONS FROM THE ELECTRICITY SECTOR. WE CALL THIS ZERO EMISSIONS. INSTEAD OF ADDING TAXES TO THE COST OF ELECTRICITY FROM FOSSIL FUELS, WE RECOMMEND REMOVING TAXES FROM CLEAN ENERGY. THIS POLICY, IF ENACTED, WILL RESULT IN A $3.5 TAX CUT, $5.5 BILLION IN LOWER ELECTRICITY BILLS, ACCELERATED REDUCTION IN HARMFUL EMISSIONS FROM ELECTRICY GENERATION, AND ELIMINATION OF SCORES OF EXISTING INCENTIVES WHICH IT REPLACES.THE HOUSE APPROPRIATIONS COMMITTEE SENT A REQUEST TO THE DEPARTMENT OF ENERGY TO COMPLETE A NUMBER OF REPORTS ON THIS PROPOSAL. WE EXPECT THE REPORTS TO BE COMPLETED BY FALL 2018.
