IRS Form 990 Part III - Statement of Program Service Accomplishments June 30, 2013 WHEATON FRANCISCAN SERVICES, INC. (WFSI) is a Catholic, not-for-profit health care and housing organization serving at sites in Wisconsin, Iowa, Illinois, and Colorado. The System includes 15 hospital sites*, three transitional and extended-care facilities, two home health agencies, more than 3,000 physicians, more than 70 clinic sites with 518 employed physicians, and approximately 2,620 units of assisted living and other housing, and the corporate services offices in Wheaton, Illinois, and Glendale, Wisconsin. Started more than 130 years ago and formally incorporated in 1983, WFSI is committed to living out the Mission and Values of its Sponsors, the Wheaton Franciscan Sisters, by providing excellent and compassionate health care and housing services to all, regardless of their ability to pay. WFSI was incorporated in 1983 to preserve and strengthen Judeo-Christian values, provide a framework for lay expertise and involvement, respond to an increasingly complex environment, ensure continuity of Franciscan sponsorship, and assure viability and excellence throughout the organization. As a not-for-profit organization, WFSI reinvests all net income into the communities it serves. Its multiple entities are dedicated to delivering quality health care to patients and residents through highly-trained staff, advanced technology, and superior and compassionate service; caring for each person's body, mind, and spirit with respect and dignity; working to improve the health of the communities; and ensuring health care access for everyone. WFSI is organized into market-based regional holding companies organized in the Southeast, Wisconsin region, as well as other regional holding companies conducting services in Illinois, Iowa, and Colorado. The System's housing and spiritual development services are organized under the holding company name of Franciscan Ministries, Inc. Since 2006, the "doing business as" name for WFSI's health care ministry has been Wheaton Franciscan Healthcare (WFH). 2012 marked the 11th consecutive year Wheaton Franciscan Healthcare in Southeast Wisconsin was named one of the top 100 most efficient, best performing health care networks in the nation, according to IMS (formerly SDI), the nation's premier integrated health network (IHN) evaluation system. The top 100 ranking is based on integration in areas such as managed care, information systems, and physician affiliations. Wheaton Franciscan Healthcare scored above the nation's top 100 integrated health networks' average score in the areas of hospital utilization, physician participation, services and access, outpatient utilization, integration, and integrated technology. Other national recognitions include being named one of the best performing 50 systems in Thompson Reuters' 100 Top Hospitals: Health Systems Quality/Efficiency Study in 2009. Wheaton Franciscan Healthcare has been recognized for its dedication to patient privacy and is now a FairWarning Ready Certified Care Provider. Community building activities are defined as programs that, while not directly related to health care, provide opportunities to address the root causes of health problems, such as poverty, homelessness, and environmental issues. Costs for these activities include cash and in-kind donations. Community Benefit Operations: $31,963. Community benefit operations are defined as costs associated with dedicated staff and community health needs and/or assets assessment, as well as other costs associated with community benefit strategy and operations. Research: $74,940. Research is defined as costs incurred for health-related research, such as medical equipment testing, controlled studies of therapeutic protocols, and studies of health care delivery methods. Subsidized Health Services: $2,716,513. Subsidized health services are defined as the negative margin for clinical services that are provided despite a financial loss because of an identified community need that would need to be met by the government or another not-for-profit if it was not offered. The financial losses are so significant that negative margins remain after removing the effects of charity care, bad debt, and Medicaid shortfalls. WFMG ambulatory care practices and its subsidiary, Metro Physicians are designed to meet the individualized needs of the many communities it serves while providing high quality, compassionate care. With more than 100 offices located throughout the region, more than 300 WFMG physicians, contracted physicians and advanced-level practitioners provide primary and specialty care, including: internal medicine, comprehensive breast care, diabetes care, endocrinology, family medicine, geriatric medicine, gynecology/obstetrics, headache care, medical and radiation oncology, neurology, pediatrics, physiatry and psychiatry. Most WFMG practices offer extended office hours, including same and next-day appointments for immediate health care needs. Wheaton Franciscan Medical Group contributed a total of $35,437,814 in 2016 community benefit which is made up of $4,071,396 in charity care, $717,917 in Health Professions Education, and $30,648,501 in Government Sponsored Health Care (Public Programs). With the philanthropic support of all Wheaton Franciscan Healthcare Southeast Wisconsins foundations and through partnerships, dedicated WFMG physicians and staff are able to bring their expertise directly to seniors and low-income individuals in a familiar setting their own neighborhoods. Specific examples of foundation supported programs delivered through Wheaton Franciscan Medical Group that help meet the needs of the community follow. The Family Medicine clinic located on 117th and Burleigh continue to partner with Milwaukee Public Schools to provide athletic physicals immunizations for students with special needs. The Angel of Hope clinic located within the Hope House homeless shelter provides needed medical services to those in need, charged on a sliding scale basis. The Family Care Center provides primary care to those unable to afford care themselves. Obstetric and mammography services are available at Womens Health offices located at the St. Lukes Womens Pavilion at Wheaton Franciscan Healthcare - All Saints for patients who are unable to afford such care. Depending on qualifications, patients may be covered through government funding (such as the Well Woman Program) or foundation dollars, when applicable. In support of our Value of Excellence in Patient Service, several WFMG physicians engaged in community education events in our prior fiscal year. These physicians focused on sharing information with the general public free of charge to connect them with relevant health information to live a better and healthier life. Additionally, several physicians, clinicians and Wheaton ancillary partners are featured as experts in various health topics for community articles featured in local newspapers such as Modern Health and Living, Metroparent, and a variable printed by household newsletter that is produced three times a year for 225,000 households in Southeast Wisconsin. Media requests were fulfilled in FY16 by WFMG physicians, clinicians or leaders. In most cases, these requests focused on providing medical expertise in interviews that were aired via television, radio or online. Such responses to media opportunities are both proactive and reactive, and generally take about 2-4 hours of prep-to-interview time for each spokesperson, plus/minus travel time needed to get
